According to the program, the transition to digital television was planned 20 years ago, when the prime minister was Andris Skele. Investigators believe it was intended as an unfair profit project. Although the technical infrastructure was within the competence of the Latvian State Radio and Television Center and it was ready for the transition to digital television throughout Latvia, the regulations required that the winner provide immediate broadcasting in Riga and its surroundings, but the only one who could do so was Hannu Digital.
