The bill on the abolition of the banking commission levied on payments for housing and communal services (HCS) will be submitted to the State Duma before the end of February. Now the commission is from 0.5% to 2% for citizens of the Russian Federation, regardless of the method of payment, the newspaper Izvestia reported on Monday, citing the head of the United Russia faction in the lower house of parliament, Sergei Neverov.-

“There are two options for regulating this issue. The first is to amend the Housing Code with a ban on charging utility bills. The second is to amend several laws, including the law on banks and the national payment system, to establish such a ban.” – explained the publication Neverov.

As the politician told Izvestia, it is technically quite easy to make changes, but they are very important for citizens of the country who, thanks to innovations, will no longer overpay for such services. According to Neverov, it was initially proposed to prohibit the collection of commissions for the payment of fines and other obligatory payments, however, after consulting the industry community, it was decided to limit itself to transfers on utility bills, since the cancellation of the so-called bank roaming from the new year [предусматривает взимание комиссии за переводы между клиентами одного банка] already led to certain losses of credit organizations.

Izvestia reports that they are ready to support the proposed initiative in Just Russia and the Liberal Democratic Party, and the Communist Party of the Russian Federation explained to the publication that they initially want to read the text of the bill in order to prevent a violation of the balance of interests of the population and banks.-
