“There are two options for regulating this issue. The first is to amend the Housing Code with a ban on charging utility bills. The second is to amend several laws, including the law on banks and the national payment system, to establish such a ban.” – explained the publication Neverov.

As the politician told Izvestia, it is technically quite easy to make changes, but they are very important for citizens of the country who, thanks to innovations, will no longer overpay for such services. According to Neverov, it was initially proposed to prohibit the collection of commissions for the payment of fines and other obligatory payments, however, after consulting the industry community, it was decided to limit itself to transfers on utility bills, since the cancellation of the so-called bank roaming from the new year [предусматривает взимание комиссии за переводы между клиентами одного банка] already led to certain losses of credit organizations.
“Now we are conducting the last consultations and finalizing the text of the document. The Central Bank supports us. I already discussed this issue with Elvira Nabiullina in the presence of other fellow leaders of the factions. This is the main point,” the deputy explained to the newspaper.
