The Business for Plovdiv Association gathered the mayor at one table Zdravko Dimitrovthe district governor Yordan Ivanovthe chief architect Dimitar Ahryanov and deputy mayors Plamen Raichev i Todor Chonov in an open conversation about the future of the city of Plovdiv.
The meeting was initiated by the Association on the occasion of the statement of the last municipal session of councilors from “Democratic Bulgaria” in Plovdiv. plan (GDP) of the city and this harms the public interest and that of business. Grozdan Karadzhov.
From the words of the chief architect of the municipality it became clear that in response to this in the municipality of Plovdiv has already received a letter from the regional minister. It recommends to stop the consideration of projects for change of PUP for real estate until the RIEW accepts the obligatory environmental assessment for the Master Plan. Architect Ahryanov clarified that at the moment such an assessment is made in each separate examination of the detailed urban plan.
He also reminded that the changes in the Municipal Development Plan started in 2016, and in the current mandate all the necessary opinions and documents for its finalization have been obtained. The initial remarks from the RIEW were removed, but the regional inspection returned the plan to the Municipality of Plovdiv for revision with new comments.
“The municipality is stopping the city from developing and preventing businesses from working. There are over 20,000 people employed in the construction sector in Plovdiv. When we add the accompanying activities and the revenues that come to the municipality from various fees paid for construction, the figure becomes even higher. With these words Ilian Filipov, a member of the Association, addressed the representatives of the authorities and in particular the regional governor, who is a former municipal councilor from the same political formation in the local parliament, who addressed his question to the Ministry of Regional Development and Public Works.
Filipov added that if the Municipal Council in Plovdiv stops considering PUPs under the pretext of a letter from Minister Karadzhov, it will block the entire business, as any intention to build a construction investment goes through a change in the development plan.
In support of his words, the mayor Zdravko Dimitrov stated that he would not stop submitting proposals for amendments to the detailed urban plans in the Municipal Council, as they affect not only the business, but also all investments that the municipality makes – from streets to kindergartens.
The chairman of the NGO “Business for Plovdiv” Atanas Rogachev explained that the business expects the institutions to find a solution to this problem, as well as to commit to time.
“This is not a moratorium on construction. Let’s eliminate the irregularities as soon as possible,” said the district governor. Yordan Ivanov. He undertook to discuss the case with representatives of the Ministry of Environment and Water and the Ministry of Regional Development and Public Works. The first meeting to accelerate the adoption of the plan will take place on May 4 in the Municipality of Plovdiv, which is expected to be attended by all responsible institutions.
