In response to this heavy rainfall process, the Beijing Municipal Hydrology Department scientifically implemented flood control scheduling, brought into play the benefits of flood control and disaster reduction of water conservancy projects, and strengthened the coordinated scheduling of flood control, water resources, and water ecology. Focusing on the goal of “safety, more water storage, and pollution reduction”, coordinate the flood control of reservoirs, dikes, dams, and flood storage and detention areas in the basin and the joint scheduling of “factories, networks, and rivers” in urban areas. Integrate the concept of forecasting and dispatching into the rainfall response work, closely monitor the development and changes of rainwater conditions in various reservoirs and rivers, strengthen nowcasting and forecasting, and send the forecast results to the water engineering management department in a timely manner to gain time for effective dispatching of rainwater resources.

At the same time, in accordance with the urban flood control pattern of west storage, east drainage, and north-south flood diversion, various dispatching measures such as refusal, detour, drainage, discharge, storage, stagnation, and separation were adopted in a timely manner. Before the rain, 600,000 square meters of urban river channel storage space was properly vacated. In this rainfall, the maximum flow rate of south flood diversion is 60 cubic meters per second, and the accumulated water discharge is 430,000 cubic meters. The gravel pit in the western suburbs has a total of 350,000 cubic meters of water storage, giving full play to the benefits of comprehensive disaster reduction and prosperity of water projects.

Timely extension of track and bus operation hours

In order to do a good job in responding to heavy rainfall, the Beijing Flood Control Office relies on the flood control command and dispatch system and emergency command platform to keep an eye on the rainfall area and command and dispatch the rainfall response work. The city transferred 2,227 households and 5,688 people under threat. 1,279 projects under construction were suspended; 79 scenic spots involving mountains and rivers and 146 country houses were temporarily closed; 231 mountain torrent ditches were controlled and 5 roads in mountainous areas were closed. A total of 2,435 teams were dispatched or prepared, with more than 110,000 personnel.

The Beijing Municipal Flood Control Office also strengthened emergency response. According to the rainfall situation, it organized local governments and relevant departments to quickly deal with 17 flood-related emergencies, including 12 cases of road ponding, 3 cases of dangerous roads in mountainous areas, 1 case of road subsidence, and 1 case of water seepage in subway station stairs, so as to maintain the smooth operation of the city.

Beijing has also strengthened traffic operation guarantees. Organize the transportation department to take targeted emergency on-duty measures in a timely manner for 58 unconnected drainage pipelines and 16 low-lying subway stations, organize public transport companies to determine more than 480 water-prone road sections and 728 affected lines, determine temporary dispatching measures for rainy weather operations such as detours, drop stations, etc., prepare sufficient buses in advance, extend the track and bus operating hours in due course, and ensure the normal operation of public transport in the morning and evening peaks during rainy periods.
