A few days ago, we learned that the National Financial Prosecutor’s Office (PNF) had decided to investigate a relative of Laurent Wauquiez at the head of the Auvergne-Rhône-Alpes Region, whose salary had been deemed “disproportionate” by Chamber regional accounts (CRC).

In October 2019, the Regional Chamber of Accounts (CRC) had pinned – in a report devoted to the first years of regional management of Laurent Wauquiez (2016-2018) – “the atypical situation of a department manager”, including the remuneration monthly – “nearly 9,000 euros net” – represented “more than double” the average salary of his peers in the community.

“A disproportionate salary”
At the time, the regional executive had justified the remuneration of Ange Sitbon (former electoral tactician of the UMP and LR at the national level) by the “high level of technicality” and the importance of the missions of this agent. contractual, hired as “coordinator of relations with elected officials”. An argument that had not convinced the CRC, which had activated criminal justice last June by reporting the facts to the prosecutor of Lyon, who himself had transmitted the file to the National Financial Prosecutor’s Office (PNF) in July.
The opening of an investigation of course made the opposition react. The Socialist and Democrat group, through its president Jean-François Debat, hit hard by declaring: “In return for his remuneration, Mr. Sitbon runs on behalf of the president of the region an extremely sophisticated clientelist system made up of a hidden political cabinet, made up of ten people, almost all from the ranks of the Les Républicains party. The role of this cabinet is very precise. He politically manages all regional subsidies in total opacity, at the sole end of the re-election of Laurent Wauquiez at the head of the Region. A management without any possible control and without criteria which keeps the officials of the regional administration at a distance, yet they are responsible for the proper functioning of the regional public service and the examination of subsidy files. This system is backed by the granting to regional councilors alone of the majority of a discretionary funding envelope. This is similar to the reconstitution of a parliamentary reserve, which was nevertheless abrogated precisely because of its clientelist character open to all possible abuses. “
Contacted by our colleagues from Progress in recent days, the Region indicates “with great serenity to be at the disposal of the PNF. It will communicate all the elements that would already be requested of it as it has already done with the Regional Chamber of Accounts. “
