An agreement was signed on the construction of the Jāņciems dispatcher control and data center of AS “Augstsprieguma tīkls” (AST) and the reconstruction of the production base of a project of critical importance for the safe management of the energy system of Latvia. The implementation of the object of national interest co-financed by the European Union will allow obtaining a dispatcher control and data center that meets European physical safety and functionality requirements, from which, after synchronization with the continental European energy system, the energy system balancing and system frequency regulation will be carried out.

When implementing the most ambitious project of energy independence in the Baltic States – synchronization with the electrical networks of continental Europe at the beginning of 2025, Latvia will have to independently perform network frequency regulation and balancing, as well as other functions. This requires a dispatcher control and data center that meets European requirements, which is one of the strategically important projects in the ten-year development plan of the AST electricity transmission system approved by the Public Services Regulator. After synchronizing with Europe, with the gradual increase in the volume of work, it is important that the new dispatcher control center will make it possible to efficiently place dispatcher workplaces and obtain data center premises that meet the technical requirements of ENTSO-E (European Network of Electricity Transmission System Operators). As a temporary solution, the AST dispatcher control center operates in different buildings. The new project will enable AST specialists involved in frequency regulation and balancing to streamline their work by working more closely together in one building. The physical security of the dispatcher control and data center is also important for the energy system management of Latvia and the entire Baltic region, which will be further increased as a result of the construction of the project.

As part of the project, the entire production base at Dārzciema street 86, Riga, which currently includes ~ 40 buildings, starting from equipment repair rooms and inspection laboratories to transformer oil purification farm and special transport service rooms, will be restored and renovated. Most of the buildings in the facility were built in the period from the 1930s to the 1960s, while the newest buildings were built in the 1990s. Due to the wear and tear of the buildings, 50% of them are more economically justified to dismantle and build anew, while a third of them need significant reconstruction for their further operation. The new project will make it possible to reduce the consumption of energy resources by up to 50% and reduce the total area of ​​the premises by 15%.

38.1 million financing from the European Union’s Recovery and Resilience Mechanism was attracted to the implementation of the important project. in the amount of EUR, of which 27 million EUR are intended for the construction of the dispatcher control and data center, the reconstruction of the production base area and building complex, while 11.1 million. EUR – for the infrastructure of information systems and the digitalization of network management, the implementation of the project actually having no effect on the electricity transmission tariff.

According to the signed contract, it is planned to start construction works in the next few weeks. By the end of 2024, the production buildings will be renovated or dismantled and built anew, by the spring of 2026, the dispatcher control and data center will be built, while by the spring of 2027, a new building of the transport part and a control point will be built to ensure the operational outbound transport crews, employees of line and substation services, who maintain the infrastructure of the transmission network throughout the territory of Latvia, while dismantling the remaining buildings that have served their time.

The procurement was carried out in accordance with the procedures specified in the Law on Procurement of Public Service Providers. Eight candidates applied for the initial selection in procurement, of which seven were recognized as meeting the qualification requirements. Four bidders submitted bids. On February 29, 2024, AST concluded a contract with SIA “NEWCOM Construction” for the construction of the dispatcher control and data center “Jāņciems” and the reconstruction of the production base territory and building complex. Total contract price EUR 44,011,768.47 without value added tax. The term of the contract is until September 30, 2027. SIA “NEWCOM Construction” has been operating in the market of residential houses, public and commercial buildings, as well as engineering facilities in Latvia for 20 years.
