ASPA chief resigns / Nicusor Dan: Managed budget as his own pocket / Conclusions of control reports

The director of the Authority for Animal Surveillance and Protection (ASPA), Andrei Mina Drăghici, appointed by the PSD in August 2018, has resigned, announces the general mayor of the Capital, Nicușor Dan. He accuses him of managing the institution’s budget “out of his own pocket”, accuses him of damages of almost 500,000 euros and presents the conclusions of control reports, which show serious irregularities regarding unjustified expenses.

Nicușor Dan says that this resignation puts an end to “a mandate in which public resources went rather to various political clients of PSD, to the detriment of the animals that ASPA takes care of”.

The Mayor of the Capital presents the conclusions of the report of the Court of Accounts and of the three reports of the Control Body that he sent for verifications to ASPA:

  • 809,200 lei, material damage resulting from the acquisition of 24 unusable containers from the point of view of sanitary-veterinary norms;
  • 535,493 lei, amount spent for the purchase and installation of cages for dogs at the ASPA shelter in Mihăilești, without reception documents and for the construction of which were used not only materials provided by the performer, but also materials from old cages, but the value materials was paid in full;
  • 147,902 lei, representing personnel expenses arising from the unjustified employment of persons seconded from private companies;
  • 103,305 lei, unjustified expenses during the “Stop Abandonment” event.
  • 809,200 lei, an amount that represents the value of the purchase of two veterinary ambulances without obtaining the authorizations for operation from the College of Veterinarians.

Nicușor Dan also accuses Mina Drăghici of restrictive and non-transparent public procurement, by accepting the offers of some economic operators without them corresponding to the requirements of the specifications.

“For all these irregularities, the former director was summoned before two disciplinary commissions, which, however, as a political trick according to PSD and his late satellite ALDE, he tried to fake them. The director Mina Drăghici took repeated medical leave, which he could not extend from the moment the disciplinary commissions notified the Medical College “, says Nicușor Dan.

He says that he also notified the Prosecutor’s Office for indications related to the commission of some criminal acts regarding the acquisitions made by ASPA, as well as the Court of Accounts for verifying the legality of concluding and carrying out the public procurement contracts.

Nicușor Dan talks about damages of almost 500,000 euros.
