ARF Foreign Ministers’ Meeting in Jakarta, Indonesia

(Jakarta, Kyodo = Yonhap News) On the 17th (local time), foreign ministers from the Indo-Pacific region adopted a statement from the chairman of the ASEAN Regional Forum (ARF) expressing concern over tensions on the Korean Peninsula.
In a chairman’s statement released on the same day, the ARF said it “expressed concern” about North Korea’s launch of the Hwasong-18 ICBM on the 12th.
The Chairman’s Statement, released three days after the conclusion of the ARF Foreign Ministers’ Meeting held in Jakarta, Indonesia, emphasized that “diplomatic efforts, including creating an environment conducive to peaceful dialogue among all parties involved, must continue to be a priority.”
The statement also said it “reaffirms its commitment to fully implement all relevant UN Security Council resolutions” regarding North Korea’s ballistic missiles.
However, ARF reported that there were differences of opinion among the participating countries regarding the root cause of tension surrounding the Korean Peninsula.
ARF is the only multilateral security consultative body in the region in which North Korea participates, and all of the 10 ASEAN countries, including South Korea, North Korea, the US, Japan, China and Russia, participate in issues related to the Korean Peninsula and neighboring countries.
This time, North Korean Ambassador to ASEAN Ahn Kwang-il attended, but could not prevent the adoption of a statement expressing concern over the ballistic missile launch.
Regarding the territorial dispute in the South China Sea, the ARF Chairman’s Statement also noted that “some ministers have expressed concerns” and “highlights the need to pursue a peaceful solution in accordance with universally recognized international law.”
