“I have been working on a voluntary basis for three months”: Nicolas is a contract technology teacher at the Boissy d’Anglas high school in Annonay. But since the start of the school year in September, this former engineer in professional retraining was not paid.

“Scandalous situation”

He received no pay slip for his 35 hours a week. A situation that has become for him, “untenable”. It’s not easy to live with nothing, it’s even very complicated. Today, my financial situation is catastrophic. I am in debt of several thousand euros. Fortunately my wife is here. For three months, my children and I have been living on his salary alone.”. On November 28, Nicolas still received a deposit of the total amount that he must perceive, or 2,700 euros. A situation he describes as scandalous: “I was warned that in National Education, there was sometimes a little delay in processing new applications. Except that this is my third year. I am no longer a new application. A few days or even a few weeks late, why not. But here, we are several months away. This is not acceptable”the professor despairs.

“What ends up making me angry are the answers given by the various people at the Rectorate in Grenoble. We manage to contact someone, it’s a miracle. But they leave me without any information. ‘is not normal’concludes Nicolas who says he is thinking of stopping his new job.

“A contractual status to be reconsidered”

Nicolas explains be supported by its establishment. He is also supported by Marine Moulin, member of the CGT Educ’action, who explains that Nicolas is far from being the only one in this case. This type of situation has multiplied in recent years because of “a growing use of contract workers”. According to Marine Moulin, also a history and geography teacher at Boissy d’Anglas high school, “the long-term solution on the part of the ministry will be to reconsider this contractual status, because many are people who are really considering a serious retraining in National Education. We must therefore facilitate their evolution towards the status of tenured so that they can be paid correctly. At some point, we will have to think about abolishing this contractual status if we want to make the profession attractive again.”.

In Grenoble, the Rectorate is aware of the problem

Contacted by France bleu Drôme Ardèche, the Rectorate explains that “to fully understand the delay regarding remuneration, the calendar to which National Education is subject is a calendar common to all State administrations. Remuneration is carried out after “exercise completed” but it is scheduled for the previous month. example, remuneration for the month of October is established in September. This timetable is set by the DDFIP (Departmental Directorate of Public Finances) and is quite restrictive for National Education. Due to recent recruitments, it requires adjustments to ensure the remuneration of all those recruited at the start of the school year, knowing that each situation is different depending on the date of recruitment.

In order to anticipate these occasional delays and to facilitate remuneration, a deposit system has been put in place. Thus, contract workers who arrive in September receive a deposit from October (usual procedure in connection with the DDFIP) with regularization of their pay in November.

You should know that these problems are linked to a significant influx of files to be processed during the pivotal period that is the start of the school year. The rectorate’s services remain attentive to staff who express their need.”

Nicolas threatens to file a complaint

The Rectorate ensures that Nicolas’ situation will be regularized on December 21. If this is not the case, the Ardèche professor plans to bring your case before an administrative court.
