Anies Baswedan Furious about Flood Toa Rp. 4 Billion: This is Toa, This is Not a System

Previously, the DKI Jakarta Regional Disaster Management Agency (BPBD) revealed budgeting of Rp 4 billion in 2020 for the procurement of six sets of digital early warning systems (DWS) at six points. However, this budget is not only used to buy speakers (speaker).

“In 2020, the procurement of six sets of DWS has a budget of Rp 4.03 billion, in accordance with the existing value in e-budgeting,” said Head of Jakarta BPBD Pusdatin Mohammad Insyaf, reported by Antara on Thursday (1/16/2020).

The six DWS points are located in six villages, namely in Bukit Duri, Kebon Baru, Kedaung Kali Angke, West Cengkareng, Rawa Terate and Marunda.

“Six of them have met the needs in the River Basin (DAS). Add to the existing 14 points,” said Insyaf.

Insyaf explained that the DWS was in the form of a loudspeaker or a long distance toa. Each DWS consists of four loudspeakers mounted on one pole leading to the four points of the wind, with a hearing distance of up to 500 meters.

The DWS is connected to the flood early warning system. According to him, when the dam’s water level or floodgates reach alert 3, DWS will automatically sound as a flood warning to residents.

“This (toa) sounds when the floodgates are on standby 3, together with an early warning sent by SMS blast and WhatsApp to the kelurahan groups,” he said.

In addition to the DWS procurement, BPBD budgeted the cost of maintaining DWS equipment, both of which are budgeted in the nomenclature for the maintenance and development of Pusdatin (DIMS, EWS, Social Media, & Call Center 112).

For the maintenance of DWS, BPBD has budgeted Rp. 165 million for 14 sets of DWS tools in 14 points. The 14 sets of DWS tools in 14 villages are: 1. Ulujami, South Jakarta, 2. Petogogan, South Jakarta3. Cipulir, South Jakarta4. Pengadegan, South Jakarta5. Cilandak Timur, South Jakarta6. Pejaten Timur, South Jakarta7. Rawa Buaya, West Jakarta8. Kapuk, West Jakarta9. Kembangan Utara, West Jakarta10. Kampung Melayu, East Jakarta11. Bidara Cina, East Jakarta12. Cawang, East Jakarta13. Cipinang Melayu, East Jakarta14. Kebon Pala, East Jakarta
