Amden approves credit for redevelopment of Römlistrasse

As reported by the Municipality of Amden, the ballot box regarding the credit for the execution of the above-described project has been postponed to December 12th. Scheduled for March 2023.

Due to the partially poor condition of the road superstructure, the municipal council commissioned a condition analysis of the Römlistrasse (second-class municipal road) in autumn 2021.

This revealed that the road is in poor structural condition.

The existing utility lines in the quarter, which today are almost exclusively on private property, are also in need of renovation.

For these reasons, the municipal council decided to carry out a complete replacement of the road superstructure.

Römlistrasse is being rebuilt

The project envisages that Römlistrasse (from the residential building on Römlistrasse) will be rebuilt over a length of around 330 metres.

In the course of the project, standard drainage, which for the most part does not exist in the district today, will be implemented.

In the area of ​​the new road, all the necessary service lines (waste water, drinking water supply, Swisscom, electricity supply) will also be renewed and their location optimized.

The cost estimate – with an accuracy of plus/minus ten percent – results in expenses for the political municipality of Amden (the cost shares of the SAK and Swisscom have already been deducted here) of CHF 1.190 million (including VAT).

Not a classic maintenance project

The breakdown of costs per plant is as follows: road (CHF 622,000), sewage (CHF 320,000), water (CHF 242,000), fees (CHF 6,000).

The building insurance company St.Gallen (GVA) contributes CHF 13,200.

Due to the fact that the present project is not a classic maintenance project, but a new construction project, the expenses are not charged to the income statement, but are to be booked in the investment statement.

After completion of the project, the investment must be capitalized and depreciated according to the respective depreciation periods.

Construction work will last until autumn 2023

Due to the current financial powers of the political municipality of Amden, a ballot box vote is required for new expenditures of more than one million Swiss francs. This is the case with this project.

The Parish Council has scheduled the ballot vote for Sunday, March 12, 2023 regarding the loans to carry out the above project.

Construction work will start in spring and will be completed in autumn 2023.

External works support the master builder’s work

It is the municipal council’s goal to implement more “joint projects” in the future – involving the various plants.

In this way, synergies can be used and costs can be optimised.

Since the SAK and Swisscom are also renewing their lines in the district as part of this project, the construction work that is required is also partly carried out by “external works”.

As a result, the “municipal works” (road, water and sewage) are less heavily burdened financially.

Long-term assurance

With the implementation of the civil engineering project in the Römli, the political municipality of Amden is fulfilling its obligation to maintain public works and is contributing to the long-term security of the public infrastructure.

The municipal council therefore recommends that voters approve the proposal for an “investment loan of CHF 1,310,000 for the renovation of Römlistrasse including utility lines”.
