after the consensus around Ibrahim Traoré, the transition restarts on a new basis

Two weeks after the coup that overthrew Lieutenant Colonel Paul-Henry Sandaogo Damiba, the Assize made it possible to adopt a new Transitional Charter defining the main organs of this exceptional period and to designate a new president, Captain Ibrahim Traoré . This meeting, which took place in a single day, was characterized by a certain consensus on the priorities to be given to this new transition.

All political parties responded to these national conferences. Everyone was therefore able to express their point of view on the progress of the transition. Everyone seems to be unanimous on one point: the figure of Captain Ibrahim Traoré is a natural choice to lead the country.

I have no reason to doubt his abilities: he is young, he is brave, he has the intellectual abilities, considers Clément Sawadogo vice president of the former presidential majority party, the People’s Movement for Progress (MPP).

A sentiment shared by the former foreign minister, Ablassé Ouédraogo, president of the Le Faso Altrimenti party. “ He was the man who brought the shot, who brought the transition refocusing on its initial goals. And I think that the concern of the common Burkinabè today is how to guarantee one’s own safety, how to be able to carry out one’s daily activities in peace. And that’s what Captain Traore offered with his intervention for change on 2 October. So we accompany him and we hope that he is the man who will lead to the recovery of the entire national territory, to the restoration of security. Therefore, give the Burkinabè the ways and means to be able to live in cohesion, in peace and in all fraternity , He explains.

The main mission assigned to this transition: “ restore and strengthen security throughout the territory “According to the Charter, the transition must also provide a response to the resulting humanitarian crisis. Two aspects that are part of Burkinabé’s concerns.

Consensus around the new Transition Charter

The new Charter renews most of the principles already in force in the previous text. Furthermore, according to this Charter, the government is reduced to a maximum of 25 ministers. It establishes a Legislative Assembly made up of 71 people, including 16 personalities of the defense and security forces, thirteen apolitical personalities, twelve officials of the political class. The latter will not receive salaries, but a ” session allowance “, Specifies the Charter. Although the amount of this allowance is not specified, this aspect is a sign of ” credibility “, according to Guy Yogo, of the Patriotic Front: the first version of the” MPSR had been noticed by poor financial management, exaggerated salaries, all in total mismatch with the deterioration of the living conditions of the inhabitants “, Continues this leader of civil society.

Political parties validate this scheme. Like Eddie Komboigo, president of the Congress for Democracy and Progress (CDP), the party of former president Blaise Compaoré. “ We are not here to take many numbers or fewer. The main thing is to participate, be patriotic and help make the transition a success, he reacts. Because, they say: it will be chaos. But I think Burkina is already experiencing chaos. We need to get him out of this hole.

We believe that the objectives have been largely achieved, underlines the vice president of the MPP. The points we have presented as proposals have been widely taken into consideration. Furthermore, from a global perspective, whether it is the appointment of the transition president or the establishment of a struggling government or even as regards the transition legislative assembly, all of these processes are rich in innovation. We have taken into account the proposals we have put forward on how to manage the institutions of transition, and in particular the question of inclusion. You see that in this Assembly, for example, much more has been taken into account of the political class. In the first ALT [Assemblée législative de transition], we were 8 out of 71 deputies in all. This time, our workforce has increased to 12. However, this reflects a political will to take greater account of the political class. And this is already good, because you have to take into account the others too and there are many of them. “.

Another aspect that reassures the political class: respect for the duration of the transition, as agreed with ECOWAS. The military authorities have pledged to organize elections by July 2024.

Another guarantee of credibility anchored in this Charter: the president of the transition and the president of the Council are not eligible for elective functions after the transition.
