The Eco-inspection of Burgas did not allow afforestation with paulownia in the protected areas and territories near Sinemorets. This was stated in response to questions from “Dnevnik” the department, which after inspections asked the property owner to remove the invasive seedlings that were planted in a terrain with quadruple protection and registered two priority habitats for protection from the European network “Natura 2000”.

The Regional Inspectorate for Environment and Water for Burgas District (RIEW-Burgas) also specified that several signals were submitted by citizens between November 8 and 10 for afforestation in the property. She confirmed that the place falls within the boundaries of two protected areas – Strandzha Nature Park and Silistar Protected Area, as well as in two protected areas of European Natura 2000 Network – Strandzha zone for protection of wild birds and Strandzha zone for protection of natural habitats and of wild flora and fauna “.

Natural parks are one of the categories of protected areas in which there is private property. The Protected Areas Act (PAA) allows for various economic activities in them, provided that the park regime is observed. The law also explicitly states that conservation activities take precedence over others.

The regional unit of the Ministry of Environment points out that “the representatives of the Paulownia genus are not typical for the flora of Bulgaria and are not typical for the region.” It is also confirmed that the property has mapped three habitats protected by the Natura 2000 network, two of which have priority conservation status, and one is an important habitat for orchids.

However, the expert department states that the damage to nature cannot be established until the orchid flowering season begins. “In order to establish a damaged habitat of orchids and / or other plant species, subject to protection in protected areas, it is necessary to carry out specific expertise by narrow specialists biologists – botanists, taking into account the time period for observations (vegetation period). ) “.

On November 18, a letter from the owner’s eco-inspection instructed him to remove the saplings by hand within 10 days without damaging the terrain. On the basis of a field inspection on November 10, the letter also sent an invitation to draw up an act for the established administrative violation.

Experts confirmed to Dnevnik yesterday that paulownia is an invasive species – a non-native tree that takes over habitats typical of the area. In addition, two of the protection regimes in which the orchid meadow falls explicitly prohibit such afforestation. For the Natura 2000 bird area there is order with an explicit prohibition for afforestation of agricultural properties, and in the protected area “Silistar” is explicit prohibited afforestation of atypical trees. The other two protections for the terrain are currently only “on paper” – the Strandzha habitat area is part of those sites of the European network “Natura 2000”, for which Bulgaria has not announced goals and protection measures (in violation of European directives, for which the european commission took the country to court), and the Strandzha Nature Park does not have a management plan with zones and eligible activities in them (which is a violation of the Protected Areas Act).
