António Costa has just announced some measures for the third phase of deflation, with special emphasis on restaurants, gyms, beaches and ATL’s. The state of calamity is maintained for another 15 days.
The Prime Minister spoke at the end of the Council of Ministers in which “the assessment of all the measures of deflation” was carried out, which have been adopted due to the pandemic.
“The assessment we make is positive for most of the country, and there is cause for concern regarding developments in the Lisbon metropolitan area,” he said.
Rules for the whole country
Restaurants
With regard to restaurants, they can, as of Monday, occupy 100% of their capacity, as long as the distance of 1.5 meters between tables is guaranteed and the implementation of waterproof physical barriers, such as acrylics, between the diners at the same table.
These rules do not apply to restaurants that decide to maintain a 50% maximum capacity and a 2 meter spacing between each customer, rules that were already in effect.

“This measure serves to prevent the transmission of droplets and diseases and is an option that will be left to each restoration establishment,” said the Prime Minister.
Gyms
The gyms will also be able to open as of Monday, as long as they ensure certain measures, such as the banning of the changing rooms, safety distance between each one of the practitioners, disinfection rules, and individual protection of the employees.
Beaches
As for the beaches, the date of June 6 for the reopening of the bathing season is confirmed, according to the distance rules of the DGS. Capacity will be taken into account by identifying the Portuguese Environment Agency, taking into account the area of each beach during high tide. There will be limitations on beaches with cliffs, due to the risk of collapse.
ATL’s
The reopening of pre-school education is confirmed and the opening of daycare centers is widespread.
António Costa also announced the postponement, until June 15, of ATL’s not integrated in school establishments. Regarding family support activities and free time, they are postponed until the end of the school year, on June 26th. Parents who stay at home to care for children maintain state financial support.
Teleworking
Mandatory teleworking is only maintained for workers in risk groups, for people with disabilities over 60% and for parents with children under 12 at home. DGS will be able to impose teleworking on companies that do not guarantee safety recommendations.
Others
Opening of concert halls is confirmed as long as the standards defined by DGS are complied with.
Bars and clubs remain closed for the next 15 days.
The state of calamity was extended to the entire national territory.
Lisbon with extra measures
In Lisbon, shopping centers will remain closed until June 4th. There are also extra rules for safety and epidemiological surveillance for the civil construction sector and for temporary work companies. Meetings with more than 10 people are prohibited.
