ACM: KPN’s proposal to reduce fiber rent is good for competition – IT Pro – News

KPN’s proposal to reduce the rent to be able to use its fiber optic networks will lead to more competition on price and speed, according to regulator ACM. Households could benefit from this.

The Netherlands Authority for Consumers & Markets has calculated KPN’s tariff proposal and arrives at a saving for households of up to 200 million euros per year by 2026. according to the ACM ‘able to offer consumers all internet speeds at competitive rates’. That is what the supervisor says in its draft decision on KPN’s proposalwhich is submitted to market parties for consultation.

In this way, providers of fiber optic services can use the networks of KPN and Glaspoort, a joint venture of KPN and APG, and, according to ACM, distinguish themselves sufficiently from the offer of KPN and VodafoneZiggo. As a result, households can benefit from more competition between telecom providers, which is expected to lead to lower tariffs, a wider choice in offer and a better quality of service, according to ACM.

KPN proposed last week to equalize the rate of its ODF offer and to lower from 18.56 euros to 16.56 euros per line. With odf, providers only rent the fiber optic part from the street cabinet to the home. In addition, KPN proposed to lower the vula rates by 10 to 30 percent. Vula involves virtually unbundled access to certain types of street cabinets for alternative providers. KPN’s proposal is valid for eight years. Market parties have six weeks to respond to ACM’s draft decision, after which the regulator can declare the commitments binding.

The representative of companies that build broad banking networks, NLConnect, was critical last week about KPN’s proposal. According to the organization, KPN asks for a one-off amount that is too high for connecting new customers, and there is nothing about this in the proposal.
