Dog owners who sometimes let their dogs run loose feel criminalized. Last week it became known that forest rangers from the Agency for Nature and Forest will immediately issue a minimum fine of 80 euros. “If I get it, I will not pay them, but I will go to court”, announces Marc Serneels (59), founder of the Facebook group Responsible Losing.
