Those who elected Andry Rajoelina in 2018 were overwhelmed by the way he presented his program. The IEM, as it had been conceived, was to put the country on the rails of rapid development. The candidate’s enthusiasm and his sense of communication did the rest. As soon as he was elected, he promised to move quickly and to achieve during his mandate what his predecessors had not done. He very quickly came up against the realities on the ground. He realized that there were many blockages. He was often held back by those around him or by some of his collaborators. Corruption and poor governance have plagued his regime. He announced several times that he was going to evaluate his ministers, but this did not take place. His constituents said to themselves that he had to be given time to fulfill his promises. But time passed without tangible results. The recovery of the Jirama which had been one of his promises was slow in coming. The management of the state company has not been cleaned up, bad practices have remained. In other sectors, the announcements made have not been followed by achievements. Public opinion has grown tired of speeches that have not been acted upon.
