A competition for the maintenance of Riga’s streets worth 210 million euros is announced

The period of experience of applicants and specialists has been increased from three years to ten years and qualification requirements have been reduced.

Also, the volumes of work required for proof of experience have been significantly reduced and a more favorable condition has been put in place, that the experience must be gained not within a single contract, but over a period of 12 months, while in relation to street maintenance works, more specialists are required – previously the applicant had to offer one specialist who must have the experience of several performing types of work, currently there is a specialist for each type of work.

The procurement stipulates that all equipment must comply with the EURO 6 standard, which guarantees that the equipment will not be outdated and will have reduced CO2 emissions.

The specifications have also been supplemented with requirements for the maintenance of gutters in the winter at intersections of pedestrian crossing areas, with requirements for cleaning category 3 streets – certain duty hours for category 3 streets, and requirements for snow removal – according to the customer’s instructions, the snow must be removed within 24 hours.

Also, the specifications have been supplemented with requirements for sand collection – removing sand from streets and squares is a one-time event after the end of the winter season. The customer informs the contractor at least five working days in advance about the need to start the works, depending on the meteorological weather conditions. On maintenance class 1 and 2 streets, work must be completed within two weeks from the moment of initiation.

Taking into account the opinion of the internal audit, the monitoring methods were also improved. As part of the new contract, the area of ​​the filled-in or damaged area must be measured over the entire area of ​​the site, schematically representing it with a reference to the object. Among them, the customer will have to submit copies of delivery notes for the incorporated asphalt concrete.

There are also various digital solutions under development, for example, information on GPS data can come from different operators, digitalization of operational news – in the future the data will be available online, photography of stops and intersections and uploading photos to the website, where the customer can immediately see the fact and quality of work execution .

The procurement contract is planned to be concluded for a period not longer than five years.

Currently, the maintenance of Riga’s streets is provided by two general companies – “Daugava’s right bank maintainer”, which consists of SIA “Eco Baltia vide”, SIA “Rīgas tilti”, JSC “Ceļu pārvalde” and “Daugava left bank maintainer”, which consists of SIA “Rīgas tilti”, JSC “Road Administration” and SIA “Roadeks”.
