Pseudo-referendum and mobilization are the means by which the Kremlin indirectly seeks to recover from recent defeats.
Russia’s main military challenge is the lack of soldiers. Previous measures were ineffective and created additional problems. For example, how do you keep soldiers, prisoners and mercenaries in the military after the expiration of short-term military service contracts? Mobilization partially solves this problem, as all contracts are initially signed for six months, but can be extended indefinitely.
On the other hand, with a pseudo-referendum, the Kremlin tried to remove the obstacles to sending conscripts to Ukraine.
