Governor Anies Baswedan’s plenary session on interpellation rights Formula E the DPRD DKI Jakarta today has been postponed for another hour. The postponement was made because there was no quorum.
Observations in the Plenary Meeting room of the DKI Jakarta DPRD on Jl Kebon Sirih, Central Jakarta, the meeting was opened by the Chairman of the DKI Jakarta DPRD, Prasetio Edi Marsudi, at 10.35 WIB. Today’s agenda is an oral explanation delivered by representatives of the factions who proposed Interpellation Formula E, namely PDIP and PSI.
“The deliberation body has set a schedule regarding the verbal submission of the rights of members and proposers to the right of interpellation in accordance with the provisions of article number 71 paragraph 1 letter A of the DPRD Rules of Procedure,” said Prasetio when opening the plenary meeting, Tuesday (28/9/2021).
Today’s plenary session was only chaired by Prasetio without being accompanied by the other four deputy chairmen of the DKI DPRD. In addition, no factions other than F-PDIP and F-PSI were present at the meeting.
Prasetio said that there were only 27 members of the council who attended the plenary session. Whereas in the rules, to reach a quorum, the attendance requirement is 50+1. For that, he decided to postpone the meeting temporarily.
“In this plenary meeting, I have seen only 27 people. I think there is still no quorum today, I will postpone 1 hour so that this plenary can get a quorum. Is it approved?” Prasetio asked the participants.
“Agreed,” replied the participant.
“Scores, at 11.30 WIB, we are here again,” said Prasetio.
As is known, previously, Deputy Chairperson of the DKI Jakarta DPRD from F-Gerindra M Taufik stated that seven factions refused to attend the interpellation plenary meeting of Governor Anies Baswedan regarding Formula E. Taufik said the plenary session scheduled for tomorrow was illegally ratified.
Taufik stated this in a press conference representing 7 factions of the DKI DPRD outside the PDIP and PSI factions. The meeting was held after the Chairman of the DKI DPRD, Prasetio Edi Marsudi, scheduled a plenary interpellation of Formula E.
During the meeting, all Deputy Chairpersons of the DKI Jakarta DPRD as well as representatives of 7 parties, namely PKS, Gerindra, Democratic Party, PAN, NasDem, PPP-PKB, and Golkar, unanimously declared that the scheduled interpellation report card was illegal.
“Seven factions and four deputy chairmen of the DKI DPRD stated that the plenary meeting held today is not appropriate for both executives and members of the DKI DPRD to attend,” said Taufik at a press conference in the Menteng area, Central Jakarta, Monday (27/9/2021).
“We conveyed that the meeting earlier determined that the interpellation plenary meeting was illegal. So, because the meeting was illegal, the production results became illegal as well,” he continued.
Taufik emphasized that the action of the Chairman of the DKI DPRD, Prasetio Edi Marsudi, violated Article 80 paragraph 3 of the DKI DPRD’s Rules of Procedure. The provision states that every meeting invitation letter issued must be signed by the Chairperson of the DKI Jakarta DPRD and at least get the initials of two Deputy Chairs.
