It is a known fact that during the inter-Korean summit, the ROK made a proposal to North Korea on power plant cooperation.

The claim that this means the construction of a nuclear power plant is being raised again following the prosecution’s investigation.

The issue of power plant assistance to North Korea has already become a hot topic right after the inter-Korean summit in 2018.

It was because of a media report that the shape of a mouth that President Moon Jae-in called’power plant’ was caught in Dobodi-ri.

At the time, a key member of the Blue House asked President Moon about this and said that he had received an answer that he had never discussed the power plant issue verbally.

However, he added that the PT video for the’New Economy Initiative on the Korean Peninsula’, which was given to Chairman Kim Jong-un, had related content.

The power plant was converted into a nuclear power plant, and the same controversy occurred in three years.

The Korean Peninsula New Economy Plan, which has been disclosed to the public so far, does not contain specific plans for the construction of power plants.

It is a conceptual level of creating a belt of inter-Korean cooperation in the three branches of the Yellow Sea, the East Sea, and the DMZ.

A report on the New Economy Initiative on the Korean Peninsula prepared by a national research institute suggests a cooperative project for the construction of a power plant, but all are thermal or hydroelectric power plants.

The explanation is that nuclear support is not practical in the situation where the 1994 Geneva agreement to build a nuclear power plant in exchange for denuclearization in North Korea was already aground.

In the private sector, it has been observed that, given North Korea’s poor transmission and distribution facilities, cooperation for small-scale renewable energy generation such as solar power is strong.

There were also claims that if North Korea completely abolished its nuclear weapons, it would build a Korean nuclear power plant, but it did not receive much attention.

When inter-Korean relations are good, a problem that has not been controversial is emerging as the stalemate in the situation on the Korean Peninsula is prolonged.
