Last year, the five-sack cable car project in Mt. Seorak, which was on the verge of failure against the Ministry of Environment, opened a way for the driver to recover.
This is because the result of an administrative trial came out stating that the disposal of the Ministry of Environment was unfair.
However, environmental groups are strongly opposed, and controversy is expected to intensify.

The Osaek Cable Car Project that connects 3.5km from Osaek Mt. Seorak to the end of 1,480m above sea level.
In 2015, after three challenges, conditional approval was granted by the Ministry of Environment, and it seemed to be in a rush.
However, the project could not be promoted properly as administrative trials for changing the status of cultural properties and administrative litigations by environmental organizations continued.
After twists and turns, Yangyang-gun issued an environmental impact assessment supplement at the request of the local environmental agency.
However, the local Environment Agency, which reviewed the supplement, decided in September last year that it could not agree to the project.
This is why we are concerned about negative effects on the ecology and landscape.
Yangyang-gun objected to this and filed a request for an administrative trial in December of last year, and the Central Administrative Appeals Committee decided that the disposition of the local environmental agency was unfair.
With this decision, the local environmental agency must make a disposition different from the existing objection, that is, consent or conditional consent, in accordance with the Administrative Appeals Act.
If the remaining licensing procedures proceed smoothly, the installation of the Osaek Cable Car is expected to begin around the second half of next year.
However, environmental groups are strongly opposed, and the controversy over the five-sack cable car is expected to intensify again.
