Suspect in Sexual Assault in Sillim-dong: Police to Consider Personal Disclosure

The police are considering disclosing the identity of a 30-year-old surnamed Choi who is suspected of sexual assault on a hiking trail in Sillim-dong, Gwanak-gu, Seoul.

According to the police, the Seoul Metropolitan Police Agency plans to discuss holding a personal disclosure committee next week as soon as an arrest warrant for Choi is issued.

Whether or not to arrest Choi will be decided on the 19th at 2:30 pm at the Seoul Central District Court through interrogation (warrant review) of the suspect prior to arrest.

On the morning of the 17th, an arrest warrant was requested for Mr. Choi on charges of beating and sexually assaulting a woman without a face on a hiking trail in a hill connected to a park in Sillim-dong, Gwanak-gu.

Under the Punishment of Sexual Violence Act applied to Mr. Choi, the charge of rape, etc., is a crime subject to personal disclosure as stipulated in the Specific Violent Crimes Act.

Among the target criminals, the police will investigate internal and external personnel when the crime is brutal and causes serious damage, when there is sufficient evidence to believe that the crime was committed, and when it is necessary for the public interest, such as guaranteeing the public’s right to know and preventing recidivism and crime. A committee is set up to deliberate on whether to disclose personal information.

The police interviewed Mr. Choi for an hour with two profilers the afternoon before to determine the motive and psychological background of the brutal crime, such as putting metal knuckles on both hands and assaulting the victim.

According to the results of the psychological analysis, the police will perform a psychopath diagnostic test (PCL-) before being sent to the prosecution if necessary.
