To ensure the work of people and institutions working in the cultural sector, the district subsidizes cultural projects in the region. Projects and institutions from all cultural sectors that are of local importance can apply for funding. In November, the responsible committee for sport, culture and volunteering discussed all the applications received for 2020. On 10 February, the district council decided on an increase in the funding budget for 2020 to a total of 305,300 euros (2019: 298,900 euros). .
Funding conditions
Due to the corona measures of the Bavarian state government, numerous cultural organizers had to cancel their events and projects, which prompted the culture committee to revise the funding. Even though most of the payments are project-related, the district considers it appropriate to grant benefits even if projects cannot be realized or theater companies are compulsorily suspended. The prerequisite for this is that all co-financing grants and other help have been used and that the district has an updated cost and financing plan. In addition, proof of use must be provided by March 2021 to prevent overfunding.
Who is funded?
As in previous years, the largest part of the budget goes to around 100 choirs, music clubs and chapels from the district. Because the payment relates to the support of the tutor’s hours from the school year 2018/2019, the full amount of 156,000 euros should be paid. The complete amount from the original approach should also get the Torturmtheater Sommerhausen (19,000 euros), the Theater Sommerhaus in Winterhausen (10,000 euros) and the Children’s Festival Giebelstadt (4,000 euros) as well as some smaller projects, as high revenue losses are a big one Leave deficit.
The payment for the Würzburg district association of the North Bavarian Music Association is to be reduced from 21,000 to 10,000 euros, since part of the funding relates to the training week that was canceled. The subsidies to the city of Röttingen are also due to be revised from 33,000 to 20,000 euros due to the canceled Frankenfestspiele and an updated financing estimate. Because the cultural autumn 2020 cannot take place, the funds of 35,000 euros are not used here, but only 5,000 euros are used to prepare a new format.
No funding this year
This year there will be no funding for smaller projects that have had little or no expense. These include author readings from the media house of the diocese or the Kultur-Tafel Würzburg. Payments to the city of Ochsenfurt for the MainDreieck cultural summer and the Florian-Geyer-Festival in Giebelstadt also fail to materialize, since the expenses have already been covered by own funds or other grants.
The approaches corrected by the administration were approved in the culture committee. On the basis of the amended and withdrawn applications, cultural funding in 2020 is to be reduced by a total of 71,800 euros. Michael Dröse, the clerk and head of district development, explained that this money would still remain in the budget and would serve as uncomplicated help if further projects should apply for funding.
