The Flemish government was aware of the agreement that Lantis, manager of the Oosterweelwerf, and 3M concluded on PFOS pollution. That says Lantis CEO Luc Hellemans. In fact, the public company itself pointed out that the pollution was a lot more worrying than expected. But waste management company OVAM saw no reason for further interventions at the time.
