The Democratic Party has pressed fiscal authorities, saying it needs active expansion of finances for the fourth disaster subsidy.
Debates are expected to begin in earnest after the Lunar New Year holidays, and it seems inevitable that there will be a conflict with not only the Ministry of Strategy and Finance, which is concerned about fiscal soundness, but also the power of the people who insist on selective support.

As the national fiscal burden increased rapidly after the coronavirus, he emphasized that the fiscal authorities should not miss the right time for economic recovery, even though they understand the alertness of the fiscal authorities.

The Democratic Party, which promotes universal and selective payments for the whole people at the same time, estimates the size of the 4th disaster subsidy to be around 20 trillion won to 25 trillion won.
The universal payment can amount to 14 trillion won, which is similar to the first disaster support fund paid to the whole people, and the selective payment can range from 6 trillion won to 9 trillion won depending on the payment method.
As the main argument is that a thicker selective payment is needed, it is said that discussions are being made on how to add 2 times, 1.5 times, or 1 million won each of the support funds paid in cash at the time of the last 3rd application.
However, as the Ministry of Strategy and Finance is strong in the position that universal and selective payments cannot be made at the same time, pain in the coordination process is expected to be inevitable.

Chairman Kim Jong-in acknowledged the need for additional supplementary compensation for losses, but emphasized concentrated compensation for small business owners who suffered damage, saying that they cannot spend money on a patronage even to people who have no change in income.
Chairman Kim, who objected to pre-election payments saying that the Democratic Party used the subsidies for elections, turned his stance, saying, however, that if it is not a universal payment, it is okay to pay disaster support before the re-election and by-election.
If there is a consensus from the public that the need for quick compensation for losses is formed, it cannot be turned away. It is noteworthy what role this change of position will play in future discussions.
