Like other elected officials from the territory of the Urban Community, Guillaume Julien, the mayor of Saint-Denis-sur-Sarthon, town of about 1,100 inhabitants located about fifteen kilometers fromAlencon (Orne), does not hide his anger.
At the start of 2023, it has still not accepted the local intermunicipal urban plan (PLUi), approved in February 2020.
The reason: the lack of building land.
Not enough building land
“I have been fighting for a year and a half for its revision”, underlines the one who was elected mayor in May 2020, thus succeeding his father, Michel Julien.
In his eyes, the PLUi thus drawn aims to encourage the population to settle in the prefectural city “but people don’t go there! »
Notebook in support, he reveals the number of weekly contacts, even daily, for requests for housing in his municipality.
The calls are regular, for purchase, rental. And we have nothing to offer! The smallest private house is sold in a few days. The municipality no longer has land, which is a shame.
He regrets that land has become unbuildable “without anyone knowing it”.
He also regrets that the population growth targets set in the PLUi aim for 50% for Alençon, 30% for the 1st ring “and crumbs for the others”.
Relaunch the dialogue
How to develop your municipality, make it attractive without the possibility of welcoming new families…
Today, the west of the Urban Community of Alençon is very dynamic. The observation is that citizens are building outside the perimeter of the CUA, for example in Ravigny near Saint-Denis, and that they will benefit from all the local services that we offer.
He thinks in particular of La Poste, the Maison de santé, but also the shops…
His wish: to restore construction prospects to rural municipalities, “and to relaunch the dialogue on this subject”.
A municipality that does not gain inhabitants is a municipality that is dying.

swap land
A discussion has started with the AUC Chairperson, Joaquim Pueyo, and AUC services.
Which could soon lead to a favorable outcome for the Dionysian mayor.
We have classified building land, but on which we cannot, in reality, build anything. It’s absurd. So I asked to be able to exchange land.
The deal is simple: one land for another. “I return building land where you can’t build anything, because without access for example, in exchange for land that becomes buildable again. »
This is how the mayor could recover 8,000 m2, or the possibility of making about fifteen plots. The request was made “and there is no reason for it to be refused, it is common sense. »
Even adding, “my fight is just”.
