David DUFFOURC, Director General of Services : “The impact of the health crisis for the City of Thionville is estimated to date at € 1.4 million for the year 2020. This cost is broken down in different ways. There is an increase of € 250,000 in expenses directly related to the purchase of protection and the implementation of new protocols: masks for the post-containment population and for agents, since deconfinement, Plexiglas devices, gloves, etc. virucides, new disinfection protocols. But also an increase of € 150,000 in expenditure linked to the policy of support for the populations and the economy: reimbursement of tickets for shows, “Thionville I buy” support mechanism for local commerce and communication, support for baskets -meals for seniors isolated during confinement, help set up learning camps. It should be noted that, for the year 2021 and possibly subsequent years, these costs are also to be expected in anticipation as long as the health crisis lasts. ”

“We are effectively counting € 1 million in revenue losses, including € 600,000 to support the city center: free parking until July 13, exemption from patio and display rights for downtown merchants up to in September. To this is added € 750,000 in losses of various revenues from the estate (no invoicing from the conservatory, canteen, extracurricular, etc.) or linked to unrealized operations (transfer tax, development tax), with regard to which € 350,000 in expenses were not incurred (purchase of meals, events, etc.), ie a real differential of € 400,000. ”
How will the municipality pay for these unforeseen expenses?
“The municipality’s desire was not to impact the City’s 2020 investment policy initially planned to finance these losses, in order to support the local economy as much as possible through activity. These € 1.4 million will therefore be financed by a Covid flag loan, which will be reimbursed over the next five years by operating savings made over the course of the mandate. ”
