Samsung’s latest One UI 8 update appears to have locked down bootloader unlocking for users outside the United States, a move that could significantly impact the ability to install custom ROMs and modify devices.
The restriction was first noted by SammyGuru and later confirmed by users on the XDA Developers forum.This change means that devices running one UI 8, which debuted with the new Galaxy Z Flip 7 and Z Fold 7, may no longer offer the bootloader unlocking option in regions where it was previously available. For years, Samsung had already restricted bootloader unlocking for devices sold in the U.S.

The discovery was made after users examined the code within the Settings app for One UI 8. They found a line, “androidboot.other.locked=1,” which indicates a locked bootloader. Previously, this line was set to “0” in regions outside the U.S.,enabling the unlocking process. The restriction has also been observed in beta versions of One UI 8 for the Galaxy S25.
Samsung has not yet responded to requests for comment regarding this change.
