US supports UN Security Council rollover of Darfur arms embargo

The United States has supported a technical rollover of the United Nations Security Council resolution on the Darfur arms embargo until December 11. This extension aims to provide a window for diplomatic negotiations to establish a ceasefire and a transition to a civilian-led government in Sudan.

Extension of the Darfur Arms Embargo

Following consultations with Quad partners and UN Security Council members, the United States moved to support a short-term technical extension of the existing arms embargo, which was set to expire in early October. Massad Boulos, U.S. Senior Advisor for Arab and African Affairs, stated on X that this decision is intended to create space for ongoing diplomatic initiatives to secure a humanitarian truce.

Pressure for a Nationwide Embargo

While the current embargo is geographically limited to the Darfur region, there is mounting international pressure to expand these restrictions across the entirety of Sudan. The United Arab Emirates (UAE) has formally urged the Security Council to extend the embargo nationwide, arguing that such a measure is necessary to stem the flow of weapons to all belligerents. The UAE maintains that a nationwide expansion would protect civilians and support efforts to end the conflict, noting that the current sanctions regime does not reflect the reality of fighting that has spread into Kordofan and Blue Nile.

Evidence of Expanding Drone Warfare

The UN Independent International Fact-Finding Mission for Sudan has reported a significant escalation in the use of advanced weaponry, specifically long-range drones. Mohamed Chande Othman, chair of the mission, told the UN Human Rights Council that these drones have enabled both the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF) to strike far beyond traditional frontlines. The mission identified evidence of a transnational network facilitating RSF military operations, involving entities in the UAE, Chad, Libya, and Somalia, though the UAE has consistently denied providing military support to the RSF.

Opposition to Expanded Sanctions

Not all members of the UN Security Council support broadening the scope of the restrictions. Russia’s UN Ambassador, Vasily Nebenzya, stated that Moscow would oppose any expansion of the sanctions regime. Nebenzya argued that the Council should limit its actions to a technical rollover, suggesting that the Sudanese government and its armed forces remain essential for preserving the country’s institutions and unity.

Impact on Humanitarian Access and Civilian Safety

The conflict has caused severe damage to essential services, including water, electricity, and healthcare. The humanitarian crisis is compounded by the continued flow of arms, which prolongs the violence and prevents the delivery of aid. The United States has warned that any member state opposing an expansion of the embargo risks enabling those who continue to destroy Sudanese infrastructure.
