Argentina to offer citizenship to wealthy foreigners for cash or bonds

In an effort by libertarian President Javier Milei to find fresh dollar inflows for the debt-burdened nation, plans were unveiled by Argentina on Friday to grant citizenship to wealthy foreigners willing to provide cash contributions or buy government bonds.

Caputo Unveils Golden Passport Scheme in Paris

Economy Minister Luis Caputo unveiled the citizenship-for-investment program at an investor event in Paris, stating that applications are expected to open before the end of the year. The scheme gives applicants two distinct financial paths to secure an Argentine passport. Applicants have the option of giving a nonrefundable $350,000 contribution to the Argentine Treasury or alternatively placing $800,000 into a new government bond that must remain held for a seven-year period. Contributions increase depending on family size, with a family of four expected to pay $500,000, according to officials.

Securing dollars remains critical for Milei as he prepares to seek reelection next year. The Argentine Treasury faces nearly $25 billion in foreign-currency debt payments coming due in 2027. Because the government has delayed returning to international bond markets, its financing choices are restricted, prompting officials to look for alternate revenue streams. Up to $2.5 billion could be brought in for Argentina through the paid-citizenship initiative if projected application numbers are met, according to calculations from a consortium of investment firms advising the administration.

Argentina Joins Small Group of Citizenship-For-Investment Nations

Roughly 60 nations currently provide residency privileges in exchange for one-off investments, reflecting a growing trend among cash-strapped governments striving to draw in wealthy individuals via golden visa schemes. Last year, U.S. President Donald Trump launched his own gold card program for the United States. Citizenship-for-investment programs go further by offering broader rights and a passport that opens doors abroad, a tier currently populated by only about a dozen countries, including small Caribbean island states. Argentina, a G-20 nation of 46 million people, is set to become the first South American country to join their ranks.

“The Argentine passport is highly valued, accepted in more than 140 countries,” Caputo said during the Paris presentation, referring to destinations Argentines can visit without obtaining a visa in advance—from China and Russia to Europe’s Schengen area and most of Latin America. Kristin Surak, an author and professor at the London School of Economics, pointed out that for affluent people originating from nations with restrictive visa policies in the Arab world or Southeast Asia, obtaining Argentine citizenship could simplify international travel and business operations. Surak added that the benefits extend globally regarding mobility, rather than remaining restricted to Argentina.

Shift in Clientele Toward a Plan B Destination

The clientele for such programs has shifted since the COVID-19 pandemic, according to industry experts. More Americans and Europeans, whose passports already offer extensive visa-free travel, are seeking a foothold abroad as an escape hatch amid mounting geopolitical uncertainty. Christian Nesheim, editor of the trade journal Investment Migration Insider, described the Southern Cone of South America as the ultimate Plan B destination because it stays out of global armed conflict and remains self-sufficient in food and energy.

Decades of runaway inflation, debt defaults, and military coups in Argentina’s past frequently drove the nation’s own corporate elite to look for opportunities overseas. Despite this backdrop, Milei is trying to recast the country as a destination for foreign wealth by slashing public spending, dismantling regulations, and courting investment in vast oil and mineral resources. The citizenship-for-investment initiative was first conceived during Milei’s trip to Sun Valley, Idaho, in July 2024 when technology executives voiced an interest in acquiring Argentine citizenship, according to Caputo.

Another ideological ally, Palantir co-founder Peter Thiel, temporarily moved his family to Buenos Aires in April. Corporate records obtained by The Associated Press show that a company linked to Thiel Capital owns a $13.5 million mansion in the upscale Barrio Parque neighborhood of Buenos Aires. Thiel previously secured New Zealand citizenship in 2011 through a special exemption from usual residency requirements.
