BEIJING – An article authored by Xi Jinping, General Secretary of the Communist Party of China (CPC), focusing on the importance of responsibility among Party members and officials, is scheduled for publication Sunday in the fifth issue of Qiushi, the CPC’s official theoretical journal, according to Xinhua News Agency.

The article, titled “Let the Spirit of Taking Responsibility Become a Prevailing Trend,” outlines Xi’s views on fostering a culture of accountability within the Party, which oversees the world’s second-largest economy. Qiushi, established in 1988 as a reform-oriented voice for the CCP following the Cultural Revolution, serves as a key platform for disseminating the Party’s ideology and policies, according to the South China Morning Post.

Xi, who likewise holds the positions of Chinese President and Chairman of the Central Military Commission, emphasizes the need for officials to proactively embrace their duties and demonstrate courage in addressing challenges. The article’s publication comes as China enters the initial phase of its 15th Five-Year Plan, a period of significant economic and social development outlined by the CPC Central Committee. The journal’s website, qstheory.cn, highlights the Party’s focus on “firmly advancing high-standard opening up” and “striving to build a country strong in science and technology” during this period.

Qiushi publishes articles primarily written by Party and state leaders, with approximately 60% of content directly authored or overseen by figures such as Xi Jinping and senior officials at the ministerial and provincial levels, as noted by its English-language edition and reported by Wikipedia. The journal’s origins lie in the phrase “shí shì qiú shì” (实事求是), meaning “seeking truth from facts,” a concept championed by Deng Xiaoping, who also handwrote the journal’s logo.

The timing of the article’s release also follows a recent meeting chaired by Xi Jinping to discuss the draft 15th Five-Year Plan and the government work report. China and Germany recently agreed to deepen their partnership, a development reported by Qiushi, suggesting a continued emphasis on international cooperation alongside domestic accountability.

The article is set to appear alongside other recent publications in Qiushi, including the full text of Xi Jinping’s 2026 Modern Year message and his remarks at the 32nd APEC Economic Leaders’ Meeting. The press center for China’s annual “two sessions” – the meetings of the top legislature and political advisory body – opened Friday in Beijing, signaling the commencement of a period of intense policy discussion and implementation.
