US Warns Russia Plans Targeted Killings in America and Europe

Federal authorities in the United States announced the indictment of five individuals on September 16, 2026, over an alleged Russian intelligence plot to carry out targeted assassinations and infrastructure attacks in the US and European allied nations supporting Ukraine. According to the FBI and court documents filed in Manhattan, the network recruited operatives to conduct surveillance and acts of violence.

Federal Indictments Reveal Transnational Assassination Plot

According to federal authorities, the network of operatives linked to Russian intelligence agencies shifted its focus from traditional dissident tracking to targeting nations allied with Ukraine.

James C. Barnacle Jr., head of the FBI New York field office, stated that the bureau successfully thwarted the plans through relentless investigative work. Concurrently, Darren B. Cox, head of the Washington field office, credited the extraordinary collaboration between multiple field divisions and partner agencies with neutralizing violent operations planned within the nation’s capital and across the United States.

Court filings describe a specific operation this summer where a resident living in the United States was recruited to survey and eliminate a prominent Russian dissident residing in Washington, D.C. The individual, identified in court papers as a U.S. resident, provided surveillance photographs and videos of target locations but ultimately rejected a $40,000 payout offered to carry out the killing.

Faced with this refusal, the intelligence handler attempted to enlist other individuals within the United States with large sums of money. Beyond targeted killings, the network allegedly solicited recruits to commit acts of sabotage and terrorism against civilian and military infrastructure across European countries backing Kyiv.

European Officials Report Escalating Hybrid Threats

The U.S. announcements were made. Speaking at the European Parliament plenary in Strasbourg during her State of the Union address, European Commission President Ursula von der Leyen highlighted the intensifying nature of security threats.

The war of aggression by Russia against Ukraine continues to rage. And threats on our soil are on the rise,” von der Leyen stated, pointing to recent incidents in Denmark, Lithuania, Poland, and a drone attack in Leipzig. She characterized these events as direct attacks executed with military-grade material by Russian agents on European territory, noting that hybrid threats are becoming increasingly overt.

Kremlin Response and Ongoing Conflict Context

Reacting to the U.S. Peskov stated that until authorities produce minimally convincing and concrete arguments based on real evidence, the Kremlin sees no need to comment on the accusations.

Ukrainian President Volodymyr Zelensky reported that Russian forces targeted his aircraft with drones twice over recent weeks, describing the actions as intimidation tactics directed at officials supporting Kyiv. Separately, regional military administrations reported that a Russian drone strike on a bus near the southern frontline resulted in five deaths and seven injuries.
