However, the legislation explicitly excludes militants convicted of intentional killings and those who received life terms before 2005, barring Ocalan and other senior commanders from its benefits.

Reaction to the parliamentary vote remains divided across the political spectrum. Gulistan Kilic Kocyigit of the pro-Kurdish Peoples’ Equality and Democracy Party told parliament that the country now holds an opportunity to consolidate peace, though she noted the proposal contains shortcomings regarding democratic reforms and Kurdish rights.
