Department of National Defence Clarifies Arms Origin in Arrests

Four men arrested last week in connection with an alleged terrorism plot in the Quebec City area did not acquire their weapons, ammunition, or explosives from the Canadian Armed Forces, the Department of National Defence (DND) confirmed Monday.

Investigation Continues with Military Support

A statement from the DND indicated that military police and the Canadian Army are cooperating with the RCMP-led investigation. “The Military Police and the Canadian Army continue to support the ongoing investigation led by the RCMP and no further details can be released.” The DND did not specify where the seized items originated.

The announcement came just hours before the four accused were due in Quebec court for further hearings. In a separate court appearance, a Crown prosecutor signaled the government would contest bail for three of the suspects, citing no specific reasons.

A two-day bail hearing is scheduled for July 24 and 25, with a request made for a television to screen video evidence.

Charges and Allegations Detailed

The RCMP arrested and charged four men following predawn operations. Those charged include **Marc-Aurèle Chabot**, 24, from Quebec City; **Simon Angers-Audet**, 24, of Neuville; and **Raphaël Lagacé**, 25, also of Quebec City. Three of these individuals face a charge of facilitating terrorist activity, a serious offense carrying a maximum sentence of 14 years.

The RCMP released images alleging the Quebec City suspects were stockpiling weapons and ammunition to advance a plot to forcibly seize an unidentified property.

The fourth man, identified as **Matthew Forbes**, 33, of Pont-Rouge, faces multiple charges including possession of prohibited firearms, devices, explosives, and controlled items. His bail hearing had yet to be scheduled as of Monday.

Authorities also reported additional charges related to the careless storage of firearms, transfer of weapons and ammunition, and possession of explosives and controlled items.

Significant Arsenal Seized

Searches conducted by the RCMP in Quebec City in January 2024 uncovered a substantial cache of illicit items. The seizures included 16 explosive devices, 83 firearms and accessories, approximately 11,000 rounds of ammunition, nearly 130 magazines, four pairs of night vision goggles, and military equipment.

Militia Plot and Ideologically Motivated Extremism

The RCMP’s Integrated National Security Enforcement Team described the group’s objective as establishing their own militia. They are alleged to have engaged in activities aimed at “forcibly take possession of land in the Québec City area,” categorizing the case as “ideologically motivated violent extremism.”

Investigators allege the accused participated in military-style training, including shooting, ambush, survival, and navigation exercises, as well as a scouting operation.

As of the latest reports, the men have not made any public statements regarding the allegations.

Suspects’ Military Status and Access Clarified

The DND statement also clarified that the four suspects are not currently performing military duties and do not possess unescorted access to the Valcartier military base near Quebec City. “At any time, should the integrity of a CAF member be called into question, various actions include restricting access to the base, weapons, and individuals’ security clearances in addition to other administrative measures,” the Canadian Forces stated, without providing further specifics.
