West Monroe, Louisiana – A 38-year-old man, Cecil Fuller, is in custody following the alleged rape and strangulation of a longtime female friend in West Monroe, Louisiana, on August 5, 2025. The victim, whose name is being withheld pending family notification, had given birth just two weeks prior to the attack.
According to the West Monroe Police Department,Fuller allegedly attacked the victim at her residence around 4:30 a.m. Investigators report that the assault occurred after the victim refused a request from Fuller to breastfeed him. Following the refusal, Fuller allegedly followed the victim into her bedroom, where the rape and subsequent strangulation took place. The attack reportedly ceased only when the victim’s newborn baby began to cry.
fuller was arrested later on August 5th and is currently being held at the Ouachita Correctional Center without bail. He is facing charges of first-degree murder, aggravated rape, and aggravated battery. Ouachita Parish District Attorney Steve Tew is expected to pursue the maximum penalties allowed by law.
This incident highlights the often-overlooked issue of postpartum vulnerability and the potential for violence against new mothers. Experts at the Louisiana Coalition Against Domestic Violence emphasize that the period following childbirth can be a particularly hazardous time for women, due to hormonal changes, sleep deprivation, and increased emotional sensitivity.
Court records reveal Fuller has a prior criminal history. In 2023, he was arrested on drug trafficking charges related to an incident where two individuals overdosed. The investigation, led by the Monroe Narcotics Unit, resulted in the seizure of approximately 200 prescription pills, marijuana, synthetic cannabinoids, and methamphetamine from a residence on North 19th Street in Monroe. Fuller faced six counts of intent to distribute a controlled dangerous substance in that case. He was also arrested in 2018 for possession of methamphetamine while children were present at a residence on Cypress street.
