Alleged US-Russia Peace Plan for Ukraine Surfaces Amid Kyiv Corruption Scandal
A purported peace plan for Ukraine, reportedly drafted with input from both the United States and Russia, has emerged this week, triggering a wave of reactions from international leaders and raising questions about its timing. The plan was sent by Witkoff to Kyiv this week, according to reports, and its leak is speculated to be linked to current political pressures facing Ukrainian President Zelenskyy due to a corruption scandal within the country.
The details of the plan remain largely undisclosed, but Deutschlandfunk correspondent Peter sawicki cited commentators describing it as a “remarkable” proposal-one that Sawicki assesses as a de facto capitulation by Ukraine. This assessment suggests the plan is unlikely to gain approval from Kyiv.
US Secretary of State Rubio responded to reports of the plan evasively, stating they are “working on a list of possible ideas,” and acknowledging that a lasting peace would require concessions from both sides. The Kremlin reiterated its position that any peace plan must address Russia’s stated fundamental causes of the conflict, confirming contacts with the USA but denying ongoing negotiations on a specific plan.
EU foreign policy chief Kallas emphasized the necessity of Ukrainian and European involvement, stating, “For any peace plan to work, the Ukrainians and the Europeans have to be on board,” ahead of a meeting of EU foreign ministers in Brussels. Chancellor Frei (CDU) expressed irritation with the proposal, telling RTL and ntv, “The first news that we see about this is quite disturbing… It seems as if Putin could achieve war goals that he did not achieve on the battlefield. That would certainly be an unacceptable result.”
EU foreign ministers are currently meeting in Brussels to discuss further support for Ukraine, including measures targeting Russia’s ”shadow fleet” used to circumvent sanctions.The newly surfaced peace plan is expected to be a central topic of discussion.
