Zelensky Meets US Envoys Witkoff and Kushner in Kyiv

Zelensky Meets US Envoys Witkoff and Kushner in Kyiv

October 18, 2026 Lucas Fernandez – World Editor World

On October 18, 2026, Volodymyr Zelensky held high-stakes discussions in Kyiv with United States special envoys Steve Witkoff and Jared Kushner amid deep diplomatic friction with Washington over US Donald Trump’s recent moves toward Moscow, detikNews reported. The talks unfolded as Russian drone strikes knocked out power to tens of thousands of Ukrainian citizens, and Kyiv launched a retaliatory drone attack targeting Saint Petersburg.

The diplomatic engagement follows sharp public disagreements between Washington and Kyiv. Trump recently blocked new sanctions against Russia and pursued a diesel trade agreement with Moscow, moves that fueled growing anxiety across European capitals that the White House is shifting its stance in Europe’s worst conflict since World War II. Speaking after his meetings with Witkoff and Kushner, Trump’s son-in-law, Zelensky stated that many things depend on the American position, while stressing that the war must be brought to a close constructively and honestly.

Energy Infrastructure Under Fire and Starlink Restrictions

The diplomatic maneuvering takes place against an intensifying backdrop of aerial bombardment targeting energy grids. Zelensky accused Moscow of violating a Trump-backed energy ceasefire 76 times, warning that Russian planners intend to freeze Ukrainian civilians by cutting off heat and electricity ahead of winter. Sourced reporting from AFP via detikNews noted that weekend attacks killed three people in Ukraine and left tens of thousands without power.

Logistical and operational hurdles are compounding the battlefield strain. According to reporting from Kontan, Zelensky revealed that Ukrainian military forces are currently unable to operate interceptor drones against incoming Russian strikes due to speed limitations imposed on the Starlink satellite internet network. While Ukrainian operators were initially told the reduction was due to technical issues, testing within European Union territory revealed no such restrictions. Reuters noted that Trump denied any personal responsibility or involvement by himself or Elon Musk regarding the disrupted Starlink access.

US Envoys Seek Clarity on European and Ukrainian Positions

Washington’s envoys arrived in Kyiv seeking clarity on European and Ukrainian positions before scheduling planned visits to Moscow later in the month, Pars Today reported. The diplomatic push follows a series of closed-door sessions held in Miami on October 9, where representatives from the United States, Ukraine, the E3 nations of Britain, France, and Germany, the European Commission, and NATO met to address the deadlock. Axios reported that during those prior discussions, Witkoff and Kushner warned Ukrainian negotiators that resistance to proposed concessions could prompt Washington to restrict intelligence sharing.

Broader economic proposals under consideration in Washington include reopening natural gas pipelines from Russia to Europe, according to the New York Times as cited by Vietnam.vn. Before the conflict escalated in 2022, Russia supplied roughly 45 percent of the EU’s imported gas. While transit through Ukraine officially ceased in January 2025, broader proposals suggest potential avenues for renewed energy flows as part of a comprehensive settlement. However, European leaders remain sharply divided on US involvement in managing frozen assets. Friedrich Merz publicly rejected proposals to grant the United States control over roughly 235 billion dollars in frozen Russian central bank assets located in Europe, asserting in Berlin that those decisions belong strictly to European capitals.

Amid these competing diplomatic tracks, Zelensky noted that Ukraine, the US, and Russia could potentially meet during the upcoming G20 summit scheduled for December in Miami, though neither Washington nor Moscow has confirmed the gathering.
