U.S. President Donald Trump is preparing to implement unprecedented economic measures against Iran as oil shipments face a virtual standstill in the Strait of Hormuz. EDT on Monday to outline the upcoming sanctions. These actions follow a naval blockade and extensive financial restrictions enacted since the Iran war began in February.

Treasury Readies New Measures Amid Hormuz Standoff

Shadow Fleets and Frozen Crypto Assets

Washington has levied additional maritime, energy, and financial sanctions against Tehran following the outbreak of conflict earlier this year. Data from the U.S. Treasury Department’s Office of Foreign Assets Control shows the agency has targeted more than 1,000 people, vessels, and aircraft since Trump began his second term.

Recent measures have focused heavily on Iran’s shadow oil fleet, shipping insurers, and digital exchanges. They have frozen an estimated $500 billion in Iran-linked cryptocurrency, according to Reuters reporting. The upcoming measures threaten to place further strain on the Iranian economy, which is already under immense pressure.

Tehran Vows Defiance and Issues Regional Threats

Iranian military leadership has vowed that Tehran will not submit to the impending economic pressure, according to CNN.

Iranian officials have also warned neighboring Middle East nations against joining what Tehran describes as a U.S. economic war, threatening to strike any unauthorized oil tankers that attempt to transit the Strait of Hormuz. Iran has denounced the threatened sanctions, asserting through state channels that actions by a desperate United States will ultimately fail, as reported by Reuters.

Targeting Chinese Refineries and Banks

Sanctions experts indicate that the Trump administration has several additional avenues to escalate financial pressure. One option involves targeting Chinese independent refineries known as “teapots,” which account for a quarter of China’s refinery capacity and buy more than 80% of Iran’s shipped oil, according to 2025 data from the analytics firm Kpler cited by Reuters. While these small refiners operate with narrow profit margins and have little exposure to the U.S. financial system, secondary measures could still disrupt their operations.

The Limits of the ‘Whack-a-Mole’ Strategy

The administration could also target larger Chinese banks accused of processing billions of dollars in Iranian oil transactions and funding weapons procurement.

Brett Erickson, managing principal of Obsidian Risk Advisors, told Reuters that ongoing Treasury actions against firms facilitating trade evasion amount to a “whack-a-mole” approach that has not altered Iranian behavior, given Tehran’s tendency to quickly create replacement entities.
