WASHINGTON – October 3, 2025, 02:06 a.m. – The Trump administration is seeking to influence university policy by offering high levels of funding to institutions that align with its educational goals, according to reports from multiple US media outlets. The White House has reportedly sent letters to nine top universities outlining conditions for access to research funds.
The proposed agreement, as reported by the New York Times, requires universities to prohibit actions that “punish conservative ideas, reduce them or even incorporate violence against them.” It also calls for limitations on the number of foreign students and a freeze on tuition fees.
Universities would also be expected to adhere to strict definitions of sex, reflecting President Trump’s criticism of transgender individuals.
California Governor Gavin Newsom, a vocal opponent of President Trump, characterized the agreement as “radical” and pledged to protect academic freedom within his state, stating California will not support institutions that compromise it.
A leader from the University of Texas system, appointed by the state’s Republican leadership, confirmed the existence of the program, expressing that the university felt “honored” to be considered for potential funding advantages.
