The meeting occurred as the U.S. continues to leverage tariffs ⁤- and the threat⁣ of secondary tariffs – as ‌a key foreign policy tool, particularly concerning China and Russia.Trump‍ recently imposed sanctions on Russian energy ⁣giants rosneft and Lukoil, a move that disrupted some energy exports to China and India.

According⁣ to the Centre ⁣for Research on Energy and Clean Air, from December 5, 2022, to the end of ‌September 2025, China purchased 47% of Russia’s crude oil⁢ exports, while India accounted for ⁣38%. Trump has ⁣expressed increasing frustration with Russian President Vladimir Putin, canceling⁢ a planned meeting in Hungary unless a “clear path to a peace agreement” between Russia and Ukraine emerges. He stated on October 25th he would not “waste (his) time” meeting Putin without ‌progress toward a resolution.

Earlier this year, Trump criticized growing cooperation between Moscow, Beijing, and New Delhi, stating, “it looks like we’ve lost india and Russia to deepest, darkest China.”
