Special Counsel to Send Contested Ballots for Forensic Testing

Special Counsel to Send Contested Ballots for Forensic Testing

November 8, 2026 Alex Carter - Sports Editor Sport

Contested ballots from the June 3 local election will be sent this week to specialized forensic agencies including the National Forensic Service and the Office of Public Prosecutors’ Science and Forensics Division, khan.co.kr reported.

The team plans to distribute the material among agencies with high sector-specific expertise depending on the ballot condition and required testing items.

“We will select and send them to the place that does the testing best among various institutions, not just the National Forensic Service but also the Public Prosecutors’ Office science and forensics directorate,” a special counsel official said, as reported by khan.co.kr.

The special counsel aims to limit the volume of material sent to prevent processing delays. “If we send everything, the examination might take too much time,” the official noted, while adding that enough ballots will be dispatched to clear up any suspicions.

On November 28, the special counsel team publicly verified approximately 2.47 million Songpa-gu ballots from the June 3 local elections at the Handball Gymnasium in Olympic Park, Seoul. During the count and the check of print and stamping quality, observers raised objections over ballots lacking fold marks or bearing faint stamp ink.

About 700 ballots drew calls for additional checks. Investigators secured 13 out of 433 ballot boxes that contained the contested items, alongside related equipment slated for forensic testing.

Unchallenged ballots were moved from election commission facilities to a separate storage site outfitted with access controls, closed-circuit television, and round-the-clock security guards. Investigators accompanied the transport trucks to ensure secure delivery and asked the election commission to maintain current storage conditions for future checks.
