North Korea’s political succession has entered a critical phase as South Korea’s National Intelligence Service (NIS) assesses that leader Kim Jong-un’s daughter, Kim Ju-ae, has effectively become the successor-in-waiting. Delivered during a closed-door briefing to the National Assembly’s intelligence committee by Youn Kun-young of the ruling Democratic Party of Korea, the evaluation signals a definitive shift in Pyongyang’s dynastic planning.
Evaluating the Intelligence Behind the Succession Assessment
The determination by South Korean intelligence rests on concrete monitoring rather than fleeting observation. According to NIS Director Lee Jong Seok, speaking via South Korea’s official Yonhap news agency, the evaluation relies on solid intelligence information rather than mere circumstantial evidence. This represents a marked hardening of the agency’s stance. Back in early 2024, the NIS first indicated the young girl was a likely heir being groomed for leadership. By February of this year, officials stated she appeared close to being formally designated.
North Korea has never officially named her, confirmed her age, or acknowledged her as Kim Jong-un’s heir. State outlets frequently dub her Kim’s “most beloved” or “respected” child, first displaying her image publicly in 2022. Since then, Kim Ju-ae has stood beside her father at multiple high-profile events, including missile tests and a state visit to China.
Former professional basketball player Dennis Rodman, who met Kim Jong-un personally in North Korea in 2013, estimated her age to be around 13 or 14 years old. The visibility of the young heir expanded dramatically into military spheres. In mid-March, North Korea’s state news agency KCNA published photographs showing the girl driving a tank alongside her father at a training base. The NIS notes that these deliberate military displays aim to eliminate domestic and international doubts regarding the viability of a future female leader.
Historical Context and Regional Implications
Since its founding in 1948, North Korea has maintained an unbroken patriarchal line of succession within the Kim family. State founder Kim Il Sung passed power to Kim Jong Il, who subsequently transferred authority to Kim Jong-un following his death in December 2011. Elevating a female leader would break seven decades of patrilineal precedent. At the same time, the NIS downplayed the political power of Kim’s sister, Kim Yo Jong, despite widespread speculation regarding her actual influence within the ruling apparatus.
Despite the accumulating evidence, intelligence analysts emphasize that the assessment remains provisional. Experts suggest Kim Jong-un may have other children, including an unpublicized son who could potentially be introduced to the public at a later stage.
