Russian President Vladimir Putin, in a speech delivered earlier today, asserted that the world is entering an era “without rules,” a statement interpreted by many observers as a justification for increasingly assertive foreign policy and a rejection of the post-Cold War international order.

While the full context of Putin’s remarks remains subject to interpretation, the statement coincides with heightened tensions surrounding Russia’s involvement in Ukraine and broader concerns about its military posture in Eastern Europe. The Kremlin has not yet released a transcript of the speech, but initial reports indicate Putin’s comments focused on what he described as the selective application of international law and the dominance of a “unipolar” world led by the United States.

The concept of a “Russian world,” or *Russkiy mir*, has gained prominence in Russian political discourse in recent years. According to a Wikipedia entry, the term refers to the sphere of military, political, and cultural influence of Russia, encompassing communities with historical, cultural, or spiritual ties to the country. This concept, often linked to Russian neo-imperialism, is actively promoted by the government-funded Russkiy Mir Foundation, established under Putin’s direction.

The “Russian world” doctrine, as outlined in available documentation, extends beyond ethnic Russians to include Russian speakers and adherents of the Russian Orthodox Church in neighboring states. Philologist Andrey Desnitsky’s analysis of the National Corpus of the Russian Language indicates the expression “Russian world” was rarely used before the 1830s, gaining traction alongside the rise of European nationalisms. The term later became commonplace, initially without overt nationalist sentiment.

Some analysts draw parallels between the “Russian world” concept and historical notions of spheres of influence, such as the *Pax Russica*, a term sometimes used as a counterweight to the *Pax Americana* following World War II. However, the current invocation of the concept is viewed by many Western governments as a justification for intervention in sovereign states and a challenge to the principles of international law.

The Kremlin has yet to respond to specific criticisms regarding the “Russian world” doctrine, and no further clarification of Putin’s “without rules” statement has been issued. A scheduled meeting between Russian and European Union officials next week is expected to address these concerns, though the prospects for a breakthrough remain uncertain.
