Peru‘s National Police to Acquire 56 Armored Vehicles via State-to-State Procurement
The National Police of peru (PNP) is moving forward with the purchase of 56 armored multipurpose vehicles through a State-to-State procurement process. The acquisition aims to bolster the PNP’s capabilities in addressing internal security challenges, especially in areas requiring robust protection against firearms, explosives, and harsh environmental conditions.
The vehicles are envisioned as highly capable platforms designed for a variety of roles.Key specifications outlined in the procurement requirements include:
* Protection: integral ballistic protection at levels VR7, VR9, or VPAM equivalent, alongside explosive protection meeting Stanag 4569 or AEP-55 1 standards. They will also feature Run flat tire systems and exhaust blocking mechanisms.
* Firepower: The vehicles will be equipped with supports for 37/38mm caliber 12GA shotgun-type launchers, and will accommodate multiple launchers – either two 6-unit or one 12-unit launcher capable of 360-degree coverage. A ballistic-protected dome offering 360-degree movement (with optional side viewing points) is also specified, rated to Vpam7 standards.
* Performance & Mobility: A turbodiesel engine with intercooler, delivering a minimum of 280 HP and 950 Nm of torque (six cylinders, 3,000cc displacement minimum), will power the vehicles.They must achieve a road speed exceeding 100 km/h and have a minimum autonomy of 600 kilometers. Off-road capabilities are critical, requiring the ability to handle side slopes of at least 30%, front inclinations of 60% over 60cm obstacles, clear 33cm vertical obstacles, and possess approach/departure angles of 35°/30° respectively. A towing capacity of 3.5 metric tons is also required.
* Interior & Features: The vehicles will transport at least 12 people (including driver and operator), feature retractable seating for ten, reinforced brakes, assisted hydraulic steering, a 120-liter fuel tank meeting Euro IV or equivalent emissions standards, and a gas extraction system in the cabin. Additional features include reinforced air conditioning/heating, LED lighting, independent searchlights, a snorkeling system, a cable/towing system, and a 100-watt police siren with multiple sound options (wail, yelp, horn, priority).
* Dimensions: Maximum dimensions are set at 7 meters long, 2.5 meters wide, and 2.9 meters high (excluding dome and launchers), with a minimum ground clearance of 30 centimeters and a wheelbase of at least 4.5 meters.
The procurement is being conducted under a State-to-State modality, requiring bidders to originate from countries with established diplomatic representation in Peru.
A significant number of companies expressed initial interest, including: Industrial Triel-HT and SA Participants (Brazil), M&M Defense Ltda (Colombia), Armor International SAS (Colombia – appearing twice on the list), Canadian Commercial Corporation (Canada, as an intermediary agent), Rheinmetall Landysteme GmbH (Germany), BMC AUTOMOTIVE INDUSTRY AND TRADE AS (Türkiye), Streit Group FZ LLC (United Arab Emirates), Placan SASA STD (Israel), Shladot STD (Israel), Dae NiD POKS KN PLLPLE (South Korea), Posco International Corporation (South Korea), and DCM Shriram Industries Limited (India).
However, some companies were disqualified for submitting registration requests outside the designated timeframe or for originating from countries without an embassy in Peru – a key requirement of the State-to-State mechanism.
This acquisition represents a considerable investment in the PNP’s armored vehicle fleet and is intended to enhance its operational effectiveness in maintaining public order and security.
