The demonstration stems from plans discussed by the interior ministers of German federal states at the end of October to increase stadium security. Proposals include personalized tickets, increased AI monitoring, and expanded preventative stadium bans. The international match scheduled in Leipzig on Monday, coinciding with a Bundesliga weekend break, provided an possibility for a coordinated demonstration.
The “Fan Scenes in Germany” initiative and other ultras groups are advocating for reduced police presence, suspension of preventative stadium bans, decreased surveillance within stadiums, and recognition of fan curves as a positive element of German football culture.
