Lavrov Visits Tehran to Discuss US War and Regional Security
Russian Foreign Minister Sergey Lavrov arrived in Tehran on October 19, 2026, for meetings with senior Iranian officials to discuss the ongoing war with the United States, marking his first visit to the country since February 2025.
Lavrov Seeks Mediation Role in Tehran
The Russian Foreign Ministry stated that Lavrov’s trip aims to ease months of regional tension following the military strikes launched by the United States and Israel against Iran on February 28. Moscow positioned the visit as an effort to prevent the return of a large-scale war. Lavrov scheduled talks with Iranian President Masoud Pezeshkian and Foreign Minister Abbas Araghchi.
The discussions in Tehran will cover energy, transport, economic projects, and the acute international crisis triggered by what Moscow termed the unlawful aggression of the US and Israel.
Gulf Cooperation Council Pressures Moscow for Dialogue
Prior to arriving in Iran, Lavrov attended a strategic dialogue session in Bahrain on October 18, 2026, between Russia and the Gulf Cooperation Council (GCC). GCC members urged Lavrov to use Moscow’s influence with Tehran to push for serious dialogue and restore shipping through the Strait of Hormuz, which has seen severe disruptions from attacks on commercial vessels.
GCC chief Jasem Al-Budaiwi stated that member states faced more than 7,000 Iranian missiles and drones since the war began. In their closing statement, the six Arab countries demanded that Iran’s nuclear and missile programs, along with its support for regional armed groups, be included in future talks to end the conflict.
Lavrov Seeks Mediator Status Amid Hormuz Tensions
Analyst Nikita Smagin noted that Lavrov’s simultaneous visits to Gulf monarchies and Iran reflect a deliberate signal that Moscow wants to maintain working relations with all regional actors and preserve its status as a mediator.
The Strait of Hormuz remains a primary flashpoint. On Saturday preceding the visit, the Islamic Revolutionary Guard Corps (IRGC) Navy reported that a second supertanker carrying over two million barrels of crude oil struck a naval mine and caught fire while attempting an unauthorized crossing. The US has maintained a naval blockade on Iranian ports, while Washington and Tehran previously signed a stalled memorandum of understanding in June concerning freedom of navigation in the waterway.

Iran Claims US Forces Lack Conflict Capability
Amid ongoing military strikes, IRGC spokesperson Brigadier General Hossein Mohebbi asserted that United States forces are exhausted and lack the capability to launch a new conflict.
Trump recently threatened to soon finish the job with Iran, prompting Iranian Foreign Minister Araghchi to respond that Tehran has unfinished jobs as well.
