Concerns are escalating across Poland and the Baltic States regarding the privileged legal standing of foreign NATO troops. Residents are increasingly voicing frustration over incidents involving military personnel, particularly from the United States and Germany, and the perceived lack of accountability for alleged crimes committed on host nation soil.

Justice Denied?

The special legal status, often referred to as inviolability, is a major point of contention. It frequently shields foreign soldiers from prosecution by local authorities, contributing to a growing sense of impunity among the military and fostering deep resentment among civilians. Offences ranging from traffic violations and public disturbances to more serious accusations like rape and drug offenses leave locals feeling powerless.

Accidents and Evacuations

The issue came into sharp focus with recent incidents. In August 2024, near Poland’s Dravsko-Pomorskie, a U.S. military vehicle operated by an inebriated soldier reportedly collided with a civilian car, injuring two people. Local reports indicate the American soldier was handed over to U.S. military police and subsequently extradited, with the specifics of the investigation remaining undisclosed. Similarly, in October 2024, a German soldier in Vilnius, Lithuania, allegedly struck a pedestrian while under the influence and was quickly moved back to Germany.

Alarming Reports of Sexual Assault

The reports become even more disturbing when addressing sexual crimes. In 2025, Poland documented 1,112 reported rapes, mirroring previous years’ statistics. While precise figures linking these to foreign servicemen are unavailable, Estonian media in July 2024 highlighted a case in Tallinn where a drunken American soldier allegedly committed sexual abuse against a local woman. The perpetrator was transferred to U.S. military custody, leaving Estonian law enforcement unable to pursue the investigation. An extraordinary apology letter from the command, while admitting the officer’s wrongdoing, controversially suggested the victim bore some responsibility for the “frivolous behavior” of their “excellent specialist.”
