EU-ABC Urges EU-ASEAN Region-to-Region Free Trade Agreement

Building Beyond Bilateral Agreements Across Southeast Asia

Rapid progress on country-to-country trade deals highlights the growing strategic importance of Southeast Asia to the European bloc. EU-ABC Chairman Jens Ruebbert made the pitch on Sept. 22, 2026, taking place at the 58th Asean Economic Ministers’ Meeting in Manila during consultations with European trade representatives and regional economic ministers. Ruebbert noted that making such rapid progress on several bilateral agreements is an incredible achievement that signals a shared political commitment to deepening the economic partnership.

European Commission President Ursula von der Leyen and Philippine President Ferdinand Marcos Jr. recently welcomed an agreement on the EU-Philippines free trade agreement during a phone call, with negotiations set to conclude soon and ratification expected in 2027. Meanwhile, the EU finalized a similar trade deal with Indonesia in Bali in September last year. Singapore and Vietnam already have active pacts in place, whereas talks involving Thailand and Malaysia are anticipated to conclude by the year 2027.

Business Sentiment and the Modular Framework Proposal

Despite these individual accords, businesses operating across both regions want a unified structure. In the EU-ABC’s latest survey, 74 percent of European business respondents stated that an Asean-wide free trade agreement would deliver more benefits than separate bilateral deals with individual Southeast Asian countries. About 49 percent indicated they want talks for a regional FTA to start next year to mark the 50th anniversary.

Instead of waiting for a comprehensive FTA to be negotiated all at once, the council proposed an Asean-EU Economic Framework Agreement utilizing a modular approach. This strategy aims to set baseline economic commitments first, followed by mechanisms to review progress and expand coverage over time. Pursuant to this specific proposal, the arrangement might be unveiled during the anniversary celebrations alongside the simultaneous kickoff of talks for a region-to-region Digital Trade Agreement as a primary focus. An Investment Protection Agreement and other sectoral deals would follow.

Digital trade integration remains a central pillar of the proposal. With commerce shifting increasingly online, establishing early frameworks to support secure data exchanges across borders and boost digital cohesion between economies is vital, alongside tackling modern challenges like cybersecurity and artificial intelligence regulations. Serving as a prime avenue to leverage Asean’s recently finalized Digital Economy Framework Agreement, this bloc-to-bloc digital commerce pact will further propel the area’s digital evolution.

Investment Protection and Infrastructure Connectivity

Attracting long-term capital requires establishing predictable standards to increase investor confidence. The council emphasizes that predictable investment standards will help Asean secure the private capital necessary to support ongoing economic development.

Beyond traditional trade, the council outlined two additional headline outcomes for 2027. The first is a flagship partnership focused on the Asean Power Grid, where the EU would provide technical and financial support by drawing on its experience building interconnected electricity systems and utilizing funding programs like Global Gateway. The second is structured cooperation to advance Asean’s internal economic integration, involving the channeling of Team Europe resources toward trade facilitation priorities.

These focal areas involve executing the revised Asean Trade in Goods Agreement, enhancing both the Asean Single Window and the Asean Customs Transit System, and deploying the Digital Economy Framework Agreement. EU-ABC Executive Director Chris Humphrey noted that 105 million euros in grant funding has so far been allocated to Team Europe initiatives on sustainable connectivity and green transition, with the goal of consolidating that base and organizing resources around concrete results for a more resilient and integrated regional market. Humphrey also called for stronger political engagement, noting that commissioner-level engagement with Asean counterparts remains limited despite a slight uptick in recent years.
