Wind speeds exceeded 67 mph in the capital city of Riga on Saturday, while many weather stations recorded half of the average monthly rainfall in a single day.

Property destruction and falling timber proved fatal in multiple instances. One individual died in Jelgava in central Latvia when part of a building collapsed under pressure from the gales. In Lithuania, one person was killed after being hit by a falling tree. Beyond the tragic loss of life, the storm severed basic utilities for hundreds of thousands of homes and businesses. More than 250,000 people lost electricity in Latvia alongside disrupted mobile communication services. In Lithuania, more than 200,000 residents were without electricity. In Poland, more than 100,000 people lost power.
Transport networks faced immense disruption as fallen trees blocked roads and railway lines. Riga International Airport announced that flights could be delayed or rerouted due to hazardous overnight conditions. Estonia experienced disruption along its western and northern coasts as well as its outlying islands, with ferry services to the islands disrupted and trains arriving from Latvia and Lithuania delayed.
Assessing Climate Factors and Infrastructure Resilience
While comprehensive climate attribution studies take months to finalize, Andris Viksna noted to the Associated Press that “it is plausible that human-caused climate change may have intensified the rainfall associated with the cyclone.” Regional disaster management agencies anticipated that the situation was expected to improve on Sunday and certainly by Monday.
Utility providers and municipal councils across Poland, Latvia, and Lithuania confirmed that repair crews were deployed around the clock through Sunday. Officials projected that power restoration and basic transit normalization will largely conclude by Monday, though localized reconstruction in hard-hit rural sectors will extend far beyond the immediate recovery window.
